Which NFL Franchise is Best?

I was curious how NFL franchises have performed over time and if they have streaks of good then bad or if it's all kind of random.
I pulled the data from https://www.pro-football-reference.com/years/1989/.

For the first analysis, I plotted the win % for each year vs the year. The teams are sorted high-to-low on best win % over the 30 year period included. I found this plot interesting but a bit hard to read:

As expected, the Patriots, Steelers, and Packers are at the top and the Browns and Cardinals at the bottom. the biggest surprises to me are that the Chiefs have been good in that period, and that the Bears and Buccaneers have not been. I'm not sure why but I would have guessed the opposite for those teams.

A slightly easier visualization to read in my opinion is this one (credit to Luke West for the visualization idea). This is a boxen plot of the win percentages from 1989 to 2018, again sorted high-to-low on best win % over that period.

And that's it. Pretty cool and answered the initial questions I had.
